a) Đối với đối tượng được phục vụ sơ cấp cứu: chế độ cung cấp, phục vụ nhằm đảm bảo sơ cấp cứu hiệu quả nhất theo quy định của pháp luật (thuốc men, phương tiện).
b) Đối với đối tượng được hỗ trợ sơ cấp cứu:
- Căn cứ theo tổn thương, biểu hiện triệu chứng của người bệnh, nhân viên y tế sẽ khám, sơ cấp cứu ban đầu. Việc điều trị khẩn cấp ban đầu (sử dụng thuốc) sẽ thực hiện nếu có sự đồng ý của người bệnh hoặc người thân người bệnh;
