Tháng 9 năm 1979, Ban chấp hành Trung ương Đảng khóa IV tiến hành hội nghị lần thứ 6. Chủ tịch Hội đồng bộ trưởng Phạm Văn Đồng đã đọc báo cáo mang tên Những vấn đề kinh tế cấp bách. Cuối cùng Hội nghị đã ra nghị quyết số 20-NQ/TW ngày 20 tháng 9 năm 1979 với tinh thần chính là:

Sử dụng lại kinh tế tư nhân bao gồm cả tư bản tư nhân dưới sự quản lý của Nhà nước
