Cách thức mà ngành không gian hiện nay hoạt động là đang tuân theo một đạo luật Outer Space Treaty mà hầu hết quốc gia trên thế giới hiện nay phải ký vào (nhưng không phải hết thảy). Nên bất kỳ quốc gia nào thực hiện một nhiệm vụ nào đó ngoài không gian đều phải tuân thủ đạo luật này.
