Tập đoàn Dầu khí Quốc gia Việt nam đã thực hiện theo tư tưởng chỉ đạo của Đảng và Nhà nước trong thời kỳ công nghiệp hoá hiện đại hoá đất nước là phát huy nội lực tìm kiếm và sử dụng có hiệu quả nguồn nhiên liệu có sẵn trong nước cũng như để đảm bảo an ninh quốc gia, giữ vững nguyên tắc độc lập, tự chủ, đa phương đa dạng trong hợp tác quốc tế làm cơ sở cho sự phát triển kinh tế của các ngành kinh tế khác. Tổng công ty Dung dịch khoan và Hoá phẩm Dầu khí đã được thành lập với nhiệm vụ cung cấp các hoá phẩm và dịch vụ dung dịch khoan cho các nhà thầu Dầu khí tại Việt Nam mà trước hết là cho các đơn vị trực thuộc Tập đoàn dầu khí Việt Nam. Ngoài ra còn cung cấp dịch vụ cho các nước trong khu vực và trên thế giới.
