Tăng cường năng lực của các cơ quan quản lý phòng chống thiên tai, đủ khả năng tổ chức, hướng dẫn, hỗ trợ người dân đối phó với thiên tai; cứu trợ kịp thời khi thiên tai xảy ra. Đầu tư xây dựng cơ sở hạ tầng để phòng chống thiên tai, củng cố đê sông, đê biển, trồng rừng phòng hộ ven biển, ở các vùng xung yếu.
