2. Mục đích và nhiệm vụ nghiên cứu
* Mục đích nghiên cứu:
Mục đích nghiên cứu của luận án là đề xuất được hệ thống các giải pháp có tính khoa học và thực tiễn nhằm hoàn thiện quản lý nhà nước về các khoản thu từ đất ở Việt Nam đến năm 2020 và tầm nhìn đến năm 2025.
* Nhiệm vụ nghiên cứu:
Về lý luận: Luận án tập trung làm rõ cơ sở lý luận của việc quản lý nhà nước về các khoản thu từ đất ở Việt Nam trong giai đoạn hiện nay bao gồm: Xây dựng ban hành các chính sách thu từ đất, thiết lập bộ máy thu và triển khai thực hiện chính sách thu, thanh tra giám sát và xử lý hành vi vi phạm chính sách thu từ đất; Xác lập tiêu chí đánh giá và nhân tố ảnh hưởng đến quản lý thu từ đất.
Về thực tiễn: Luận án phân tích thực trạng kết quả quản lý nhà nước về các khoản thu từ đất ở Việt Nam trong giai đoạn hiện nay trên cơ sở các nội dung quản lý và tiêu chí đánh giá, chỉ ra những vấn đề hạn chế, bất cập của chính sách thu từ đất hiện hành và công tác quản lý nhà nước đối với các khoản thu từ đất và đề xuất giải pháp hoàn thiện các chính sách cũng như công tác quản lý nhà nước đối với các khoản thu từ đất.

The purposes and tasks of the research* Research purposes:The purpose of the research thesis is proposed to be the system of scientific solutions and practices in order to improve the management of State revenues from the land in Vietnam by 2020 and the vision to 2025. * Research mission:Reasoning: the thesis concentrates clarifies basis of the management of State revenues from the land in Vietnam in the current stage includes: construction issued the policies collected from the land, set up the currency and currency policy implementation, monitoring and inspection handle policy violation from the land; Establish evaluation criteria and factors affecting the management of revenue from the land.About practicality: the thesis analyzes the reality results in State management of the revenues from the land in Vietnam in the current period based on the content management and evaluation criteria, point out the problem of limited, inadequate revenue from current land policy and the management of the State for the revenues from land and propose solutions to improve the policies as well as the management of the State with respect to the revenues from the land.

2. Aims and research tasks
research * Purpose:
The purpose of the dissertation research is to propose a system of scientific solutions and practices in order to improve the state management of the revenues from land in Vietnam till 2020 with a vision to 2025.
* research Tasks:
on reasoning: the thesis focuses on clarifying the rationale of the state management of the revenues from land in Vietnam current period include: Develop policies enacted income from land, set up the receiver and policy implementation revenue, supervision and handling of violations of the policy proceeds from the land; Establish evaluation criteria and factors affecting the management of revenues from the land.
In practice: The thesis analyzes the current status of state management results on revenues from land in Vietnam in the current period based on basis of the content management and assessment criteria, only limited problems and shortcomings of the policy proceeds from the current land management and state revenues from the land and the proposed solution friendly policies as well as the management of state revenues from land.
