Nghệ sĩ Hoài Phương đã từng tốt nghiệp đại học chuyên ngành kèn clarinet Nhạc viện HN nay là Học viện âm nhạc quốc gia VN. Năm 1995, anh đi du học ở Mỹ và ở lại định cư. Sau một thời gian tham gia giảng dạy âm nhạc tại trường đại học Snow ở tiểu bang Utah, hiện nay anh đã nghỉ dạy, chuyển sang sống ở tiểu bang California và dành thời gian hoạt động âm nhạc trong cộng đồng người Việt nhiều hơn.
