Đây là gói thầu nhỏ, thời gian thi công ngắn (10 tháng), phạm vi công việc rõ ràng, do vậy đề nghị áp dụng hình thức hợp đồng trọn gói. Ngoài ra, tất cả các gói thầu TVGS (CQS) khác của Dự án ADB5 đều áp dụng hình thức hợp đồng trọn gói.

Do giá trị phần xây lắp và thiết bị nhỏ, dự toán gói thầu TVGS này theo tổng mức đầu tư được Bộ Nông nghiệp và PTNT phê duyệt nhỏ (520 triệu). Dự toán gói thầu phải theo TMĐT đã được phê duyệt.

CSC đã đánh giá HSQT của hãng này, tuy nhiên, HSQT của hãng chỉ có 2 trang, không có chữ ký của người có thẩm quyền của Hãng, không đính kèm CV, không có thông tin chi tiết các dự án tương tự. Thông tin không đủ để đánh giá chi tiết. CSC thống nhất loại HSQT của Hãng này ở bước đánh giá sơ bộ.
Tiêu chí được xây dựng để đánh giá năng lực chung của hãng về TVGS xây dựng nói chung và năng lực cụ thể về TVGS XD tòa nhà. Tính tương tự của hợp đồng cũng được xét đến trong quá trình đánh giá. Hai hãng có số hợp đồng khác nhau có thể giống nhau về điểm số ở mức độ đánh giá năng lực chung về TVGS nhưng sẽ khác nhau về năng lực cụ thể về TVGS XD tòa nhà tùy theo mức độ tương tự của hợp đồng và căn cứ theo tiêu chí đánh giá EOI đã được phê duyệt.
Việc này được giải trình tương tự ở mục 3.2. EOI của hãng được đánh giá theo tiêu chí đánh giá đã được phê duyệt.
Ở giai đoạn này chúng tôi chỉ đánh giá các Key – experts của nhiệm vụ này (là Engineer/ Team Leader và SCADA experts). Các none key expert sẽ được đánh giá chi tiết ở giai đoạn Hồ sơ đề xuất của nhà thầu.

Chúng tôi đã xây dựng tiêu chí đánh giá theo HSDT dựa theo ADB NEC template. Chúng tôi xây dựng chi tiết hơn và đưa ra các tiêu chí cụ thể để giảm đi sự chủ quan trong đánh giá.
