Việt Nam là nước chủ trì thực hiện Sáng kiến Liên kết ASEAN (IAI) được các nhà Lãnh đạo ASEAN thông qua năm 2000 với mục tiêu thúc đẩy liên kết kinh tế ASEAN thông qua việc các nước ASEAN-6 hỗ trợ các nước CLMV hội nhập khu vực và thu hẹp khoảng cách phát triển. Đến nay, giai đoạn một của Sáng kiến IAI (2002-2008) đã hoàn tất với 134 dự án/chương trình được thực hiện, thu hút 191 triệu đôla Mỹ từ ASEAN-6 và 20 triệu đôla Mỹ từ các nước đối thoại, tổ chức phát triển và các đối tác khác. Các dự án/chương trình tập trung vào 04 lĩnh vực ưu tiên là phát triển nguồn nhân lực, hỗ trợ hội nhập khu vực, công nghệ thông tin và cơ sở hạ tầng. Hiện nay, các bên đang thực hiện Khuôn khổ Chiến lược (KKCL) và Kế hoạch Công tác (KHCT) IAI giai đoạn II (2009-2015).
