Trước hết, ĐHBK Hà Nội xin trân trọng cảm ơn JICA Việt Nam đã giúp đỡ chúng tôi thực hiện Dự án HEDSPI trong thời gian vừa qua.

Hiện nay HUST đang triển khai gói thầu Big Data theo hình thức đấu thầu rộng rãi quốc tế. Giá trị gói thầu 350 triệu Yên Nhật. Hồ sơ phát hành ngày 01/01/2016 và sẽ mở thầu vào ngày 15/02/2016.
Tuy nhiên, hiện nay chúng tôi gặp một số khó khăn như sau:
Trong Quyết định số 6270/QĐ-BGDĐT ngày 25/12/2016 về việc phê duyệt danh mục, dự toán và kế hoạch đấu thầu gói Big data của MOET với giá trị gói thầu 350 triệu Yên Nhật, danh mục không trùng với danh mục đã được JICA thông qua và có thư không phản đối số 2015/HAN(IA)-130 ngày 29/9/2015.
Vì tiến độ rất gấp và sau khi xem xét kỹ thì thấy rằng, danh mục MOET phê duyệt là danh mục cũ được cho là theo Tờ trình số 635/Tr-ĐHBK-HEDSPI ngày 07/8/2015 mà HUST đã gửi lên Bộ tháng 8/2015. Vì vậy, HUST đã cho phát hành hồ sơ trên cơ sở Tư vấn PADECO đề xuất với danh mục đã được JICA thông qua.
Nay MOET đề nghị HUST sửa hồ sơ mời thầu theo danh mục kèm theo Quyết định số 6270/QĐ-BGDĐT.
Chúng tôi mong được JICA cho ý kiến về danh mục trong Hồ sơ mời thầu đã phát hành có thể thay đổi theo ý kiến của MOET được không? Trong trường hợp có thể thay đổi theo ý kiến của MOET thì kinh phí gói thầu có được JICA chấp thuận không?

HUST xin trân trọng cảm ơn sự giúp đỡ của JICA và mong muốn tiếp tục nhận được sự giúp đỡ của JICA trong thời gian tới.
Thực hiện Quyết định số 2875 /QĐ-ĐHBK- HEDSPI của Hiệu trưởng ngày 20/11/2015 về việc “Giao nhiệm vụ tổ chức thực hiện dự án Hỗ trợ và Phát triển đào tạo Đại học và Sau đại học về Công nghệ thông tin và Truyền thông”.
Sau 2 tháng thực hiện nhiệm vụ, phòng Thiết bị và cá nhân Trưởng phòng xin báo cáo tình hình thực hiện Dự án như sau:
1. Kết nối với công ty Tư vấn PADECO
Ngay ngày 20/11/2015, sau khi được giao nhiệm vụ, phòng Thiết bị đã chủ động phối hợp với lãnh đạo Viện CNTT&TT để kết nối với PADECO. Đã mời ông Takeo là đại diện PADECO sang Việt Nam. Sau 3 buổi làm việc với ông Takeo (anh Đôn, anh Bái, anh Hoàng – 3 thành viên BQLDA), nhóm công tác đã có buổi làm việc với ông YAMAMOTO – Phó trưởng đại diện JICA tại Việt Nam.
Các nội dung này đã báo cáo và được sự đồng ý của ông Nguyễn Đức Thái – Cục trưởng Cục CSVC của Bộ GDDT, với Hiệu trưởng và Giám đốc dự án. Theo đó, tăng thêm số lượng trang thiết bị trên cơ sở công nghệ gói Big data đã được JICA thông qua và có thư không phản đối số 2015/HAN(IA)-130 ngày 29/9/2015, giá trị từ 350 lên 450 triệu Yên Nhật.
Sau đó, ngày 03/12/2015, JICA đã có thư không phản đối số 2015/HAN(IA)-194 về việc chấp thuận danh mục thiết bị gói Big data với giá trị 450 triệu Yên. Cùng ngày, Chứng thư thẩm định giá số Vc 15/12/230.00/ĐS-HN cũng đã được phát hành. Hiệu trưởng đã ký Tờ trình số 977/TTr-ĐHBK-TB ngày 03/12/2015 về việc Xin phê duyệt danh mục, dự toán và kế hoạch lựa chọn nhà thầu gói Big data. Kèm theo Tờ trình này là các VB pháp lý có liên quan, chứng thư thẩm định giá, danh mục và dự toán chi tiết.
Công ty PADECO cũng đã hoàn thành việc tư vấn lập HSMT gửi Chủ đầu tư là Trường ĐHBK Hà Nội và BQL dự án.
2. Tình hình phê duyệt của Bộ
Sau khi Trường nộp Tờ trình số 977 lên Bộ (Thông qua Cục CSVC), ngày 25/12/2015 Bộ đã ra quyết định số 6270/QĐ-BGDĐT về việc phê duyệt danh mục, dự toán và kế hoạch đấu thầu gói Big data. Giá trị gói thầu 350 triệu Yên Nhật, bằng giá trị của phiên bản trước đã gửi Bộ.
Căn cứ vào tiến độ thực hiện, Ngày 25/12/2015 Hiệu trưởng ra Quyết định thành lập Tổ chấm thầu gồm 9 thành viên, do Giám đốc Dự án, Phó HT làm Tổ trưởng. Quyết định thành lập Tổ thẩm định HSMT gồm 7 thành viên do Phó Giám đóc Dự án, Phó HT làm tổ trưởng.
Sáng 26/12/2015 Hiệu trưởng, Giám đốc và Phó Giám đốc dự án đã triệu tập tất cả thành viên 2 Tổ chấm thầu và Tổ thẩm định, BQL và các cán bộ, chuyên gia kỹ thuật có liên quan để rà soát HSMT theo đề xuất của PADECO.
Ngày 31/12/2015, sau khi các cán bộ kỹ thuật phát hiện có sai khác giữa danh mục thiết bị trong danh mục kèm theo quyết định 6270 của Bộ với danh mục thiết bị do tư vấn PADECO đề xuất (đã được JICA chấp thuận, nằm trong Tờ trình 977 do Hiệu trưởng ký nộp Bộ ngày 03/12/2015). Thường trực Tổ chấm thầu, TP Thiết bị, thành viên BQL dự án đã báo cáo Hiệu trưởng và Cục trưởng Cục CSVC về sự sai khác một số dòng trong danh mục kỹ thuật, và được sự đồng ý phát hành HSMT từ ngày 01/01/2016 đến 15/02/2016 theo danh mục PADECO đề xuất và đã được JICA chấp thuận.
Tuy nhiên, sau nhiều lần HT, Giám đốc, Phó Giám đốc và các thành viên BQL dự án làm việc với Cục CSVC về việc xin phép Bộ cho điều chỉnh một số sai khác này và vẫn giữ nguyên danh mục như đã được PADECO đề xuất, đã được JICA chấp thuận và cũng đã nộp lên Bộ nằm trong Chứng thư thẩm định giá Vc 15/10/198.00/ĐS-HN ngày 20/10/2015 (kèm theo Báo cáo số 846/BC-ĐHBK-HEDSPI ngày 30/10/2015 nộp lên Bộ).
Theo quan điểm của Bộ, Bộ phê duyệt danh mục cũ là dựa vào Tờ trình số 635/Tr-ĐHBK-HEDSPI ngày 07/8/2015 đã gửi lên Bộ tháng 8/2015.
3. Tình hình mua hồ sơ theo thông tin đã
