Từ khi Quốc hội Việt Nam thông qua Luật Đầu tư nước ngoài (tháng 12 năm 1987), đầu tư trực tiếp nước ngoài (FDI) vào Việt Nam luôn gia tăng, trở thành khâu đột phá trong hội nhập kinh tế quốc tế. Đầu tư trực tiếp nước ngoài thực sự đã có những đóng góp to lớn vào sự phát triển kinh tế - xã hội của Việt Nam, rất đáng được ghi nhận. Tuy nhiên vẫn còn đó những nỗi lo về nhiều vấn đề bất cập đang đặt lên vai Việt Nam trước những thử thách mới trong tiến trình tiếp nhận FDI sao cho có hiệu quả hơn để phát triển bền vững. Trong làn sóng FDI vào Việt Nam, Trung Quốc nổi lên và trở thành đối tác có lượng vốn đầu tư tăng trưởng liên tục từ năm 1991 đến nay.
FDI của Trung Quốc vào Việt Nam được bắt đầu từ cuối tháng 11 - 1991, do một doanh nghiệp Quảng Tây (Trung Quốc) liên doanh với một doanh nghiệp Hà Nội, mở nhà hàng Hoa Long tại phố Hàng Trống - Hà Nội. Kể từ dự án đầu tiên, FDI của Trung Quốc tại Việt Nam liên tục vươn lên trong vị trí xếp hạng, tăng về quy mô, thay đổi về hình thức, lĩnh vực, mở rộng về địa bàn. Trong số 17 lĩnh vực các đối tác Trung Quốc đầu tư vào Việt Nam, các lĩnh vực bất động sản và dệt may đón số vốn lớn nhất.

Thực tiễn đầu tư của Trung Quốc vào Việt cho thấy tính giai đoạn về FDI của Trung Quốc biểu hiện khá rõ: Giai đoạn (1991 - 2001) tác động chưa đáng kể đến quá trình phát triển kinh tế - xã hội của Việt Nam; từ năm 2002 đến năm 2010 mới có chuyển biến rõ rệt, trở thành nội dung chủ yếu trong hợp tác kinh tế giữa hai nước; đặc biệt từ năm 2011 đến nay, FDI của Trung Quốc vào Việt Nam tăng đột biến, nhất là năm 2013. Về quy mô đầu tư, mười năm đầu (1991 - 2001), FDI của Trung Quốc vào Việt Nam chỉ mang tính chất thăm dò, số dự án và lượng vốn đầu tư vào Việt Nam là rất nhỏ so với tổng lượng vốn FDI.
