Và khoa học dự báo đó cho đến nay đã có nhiều tiến bộ hơn so với trước đây. Tức là người ta đã dùng những mô hình số trị để dự báo với phân giải cao, chẳng hạn như từ 5 đến 10 cây số là độ phân giải rất cao. Nếu không có kỹ thuật đó mà độ phân giải vẫn lớn như từ 50 đến 100 cây số thì nó chưa đủ sức để dự báo chi tiết đến những vùng sâu vùng xa. Đó là khó khăn! Do đó, cơ quan dự báo trung ương chỉ phát sóng những dự báo vùng chứ không đến tỉnh, xã hoặc huyện. Các trung tâm dự báo, các đài khí tượng thủy văn ở các tỉnh thì phải dự báo chi tiết hơn bởi vì họ có số liệu của địa phương mình. Có ý kiến cho rằng, dù rất cố gắng trong công tác dự báo và phòng chống lụt bão song người dân ở vùng núi vẫn bất ngờ và bị động, nhất là công tác phòng chống mưa.
