Nguyên tắc tiến hành khi làm thủ tục hải quan theo điều 16, Luật Hải

quan 2014:

+ Hàng hóa, phương tiện vận tải phải được làm thủ tục hải quan, chịu sự

kiểm tra, giám sát hải quan; vận chuyển đúng tuyến đường, đúng thời gian

qua cửa khẩu hoặc các địa điểm khác theo quy định của pháp luật.

+ Kiểm tra, giám sát hải quan được thực hiện trên cơ sở áp dụng quản lý rủi

ro nhằm bảo đảm hiệu quả, hiệu lực quản lý nhà nước về hải quan và tạo

thuận lợi cho hoạt động xuất khẩu, nhập khẩu, xuất cảnh, nhập cảnh, quá

cảnh.

+ Hàng hóa được thông quan, phương tiện vận tải được xuất cảnh, nhập

cảnh sau khi đã hoàn thành thủ tục hải quan.

+ Thủ tục hải quan phải được thực hiện công khai, nhanh chóng, thuận tiện

và theo đúng quy định của pháp luật.

Cùng với sự phát triển đó, tất cả các cơ quan quản lý Nhà nước có liên quan đến các hoạt động kinh tế nói chung và hoạt động xuất nhập khẩu nói riêng, đã và đang hoàn thiện, cải tiến thủ tục hành chính nhằm theo kịp tốc độ phát triển và hỗ trợ đắc lực cho các hoạt động kinh tế. Tính tất yếu của giao dịch điện tử trong những năm vừa qua càng được “điện tử hóa “ đển sánh kịp với nước bạn, nói cách khác thủ tục hải quan điện tử ra đời và ngày càng cải cách để đáp ứng yêu cầu của xuất nhập khẩu hàng hóa và xuất nhập cảnh giữa các quốc gia. Ở Việt Nam, thủ tục hải quan chỉ mới bắt đầu được áp dụng thí điểm từ năm 2005, cho đến nay đã qua gần 10 năm triển khai, thủ tục hải quan điện tử đã và đang đi đời sống, đặc biệt là hoạt động kinh doanh của các doanh nghiệp. Vì thế, Hải quan Việt Nam đang đứng trước yêu cầu phải đơn giản hóa thủ tục để đáp ứng kỳ vọng của các doanh nghiệp. Việc nghiên cứu, đánh giá thực trạng hoạt động thương mại nhằm đưa ra các giải pháp để nâng cao hiệu quả quản lý, đẩy mạnh công tác hiện đại hóa hải quan, thúc đẩy nhanh quá trình hội nhập của Việt Nam với nền kinh tế trên thế giới. Tuy nhiên trên thực tế vẩn còn nhiều vấn đề hạn chế, tồn tại cần phải được khắc phục. Và em đã chọn đề tài “ Quy trình thủ tục hải quan đối với hàng hóa xuất khẩu” tại Chi cục Hải quan cửa khẩu cảng Đồng Tháp làm thực tập, bài báo cáo gồm 3 chương: Chương 1: Cơ Sở Lý Luận Về Quy Trình Thủ Tục Hải Quan Đối Với Hàng Hóa Xuất Khẩu Chương 2: Quy Trình Thủ Tục Hải Quan Đối Với Hàng Hóa Xuất Khẩu Tại Chi Cục Hải Quan Cửa Khẩu Cảng Đồng Tháp Chương 3: Một Số Giai Pháp Đối Với Lô Hàng Xuất Khẩu Nhằm Hoàn Thiện Quy Trình.
