Ngày thứ hai của seminar, chúng tôi được Mr. Tran Song giới thiệu về Phân bổ dự toán ngân sách và các hoạt động tài chính của thành phố Huế. Bao gồm ba phần: chức năng, nhiệm vụ của Phòng Tài chính – Kế hoạch; quản lý ngân sách và hoạt động tài chính khác của Thành phố.
Thứ nhất, phòng Tài chính- kế hoạch được chia thành ba bộ phận: bộ phận phụ trách tài chính, ngân sách; bộ phận phụ trách lập kế hoạch - đầu tư, đăng ký kinh doanh và bộ phận phụ trách quản lý tài sản công. Mỗi bộ phận có những nhiệm vụ và chức năng riêng.
Thứ hai,chúng tôi được tìm hiểu về hoạt động tài chính của thành phố:
- Ngân sách Thành phố: + Thu ngân sách
+ Chi ngân sách
- Các hoạt động tài chính khác của Thành phố
Thứ ba là quản lý ngân sách bao gồm dự toán ngân sách, chấp hành ngân sách, quyết toán ngân sách.
Cuối cùng là hoạt động tài chính khác của Thành phố như các quỹ công, hoạt động tài chính các sự nghiệp, các tổ chức Đảng… các hoạt động đóng góp tự nguyện của nhân dân.
