Quá trình kê khai đăng ký ban đầu.
Nội dung đăng ký đất đai của phần mềm ViLIS được xây dựng dựa trên nền tảng thủ tục về kê khai đăng ký, lập HỒ SƠ ĐỊA CHÍNH và cấp GIẤY CHỨNG NHẬNQSỬ DỤNG ĐẤT tại nghị định 181/2004/NĐ-CP ngày 29 tháng 10 năm 2004 về thi hành luật đất đai, thông tư số 29/2004/TT-BTNMT ngày 01/11/2004 về việc hướng dẫn lập, chỉnh lý, quản lý hồ sơ đại chính và quyết định số 08/2006/QĐ-BTNMT ngày 21/07/2007 về GIẤY CHỨNG NHẬNQSỬ DỤNG ĐẤT.
Việc đăng ký quyền sử dụng đất được cập nhật từ Đơn xin cấp giấy chứng nhận quyền sử dụng đất (Mẫu số 04/ĐK thông tư 29/2004/BTNMT).
Sau khi đăng ký quyền sử dụng đất, các cán bộ văn phòng sẽ kiểm tra và tiến hành nhập thông tin để cấp giấy chứng nhận quyền sử dụng đất.

Phần mềm ViLIS phục vụ tốt công tác đăng ký đất đai, cấp giấy chứng nhận quyền sử dụng đất cho những người sử dụng đất đã đủ điều kiện cấp GIẤY CHỨNG NHẬNQSỬ DỤNG ĐẤT.
Giao diện của việc cấp giấy chứng nhận quyền sử dụng đất đơn giản, dễ hiểu, chỉ cần nhập các thông tin cần thiết như tên chủ sử dụng, số hiệu bản đồ, số tờ bản đồ. Số vào sổ, ngày cấp . . . thì đã hoàn thiện được cấp giấy.
Trong phần giao diện “cấp giấy chứng nhận” ta có thể lựa chọn hình thức cấp giấy chứng nhận, hình thức cấp giấy chứng nhận cho tổ chức, tổ chức nước ngoài, liên doanh hay hộ gia đình cá nhân.
Nếu chủ sử dụng có nhiều thửa, có thể cấp một hoặc nhiều giấy chứng nhận với các số khác nhau của các thửa khác nhau.
Để cấp và in ra giấy chứng nhận, người dùng phải dựa vào cơ sở pháp lý của việc cấp giấy (số công văn, quyết định về việc cấp giấy) và mỗi thửa phải có giấy chứng nhận, để xác định tính pháp lý của thửa đất.
Trình tự thực hiện cấp giấy chứng nhận quyền sử dụng đất trên phần mềm ViLIS có ba bước sau:
- Chọn chủ sử dụng cần cấp GIẤY CHỨNG NHẬNQSỬ DỤNG ĐẤT: chọn chủ sử dụng (đủ các điều kiện cấp giấy).
- Đăng ký số GIẤY CHỨNG NHẬNQSỬ DỤNG ĐẤT: chọn Đăng ký số GIẤY CHỨNG NHẬN.
- In GIẤY CHỨNG NHẬNQSỬ DỤNG ĐẤT: chọn In giấy chứng nhận
