Vào thời điểm tháng 10/2007, khi lạm phát có xu hướng vượt trên hai con số, Ngân hàng nhà nước cũng đã bán ra nhiều giấy tờ có giá để thu hút tiền về. Ngân hàng nhà nước đã tổ chức tới 355 phiên giao dịch, nhiều ngày tổ chức tới 2-3 phiên để đáp ứng yêu cầu của thị trường. Nhiều phiên Ngân hàng nhà nước chào bán tới 10.000 tỷ đồng. Đây cũng là những con số kỉ lục từ trước tới nay. Tổng số có 584 lượt thành viên dự thầu, trong đó 399 lượt thành viên là Ngân hàng thương mại nhà nước, 142 lượt thành viên làngân hàng thương mại cổ phần, và 43 lượt thành viên là chi nhánh ngân hàng nước ngoài ở Việt Nam; có 481 lượt thành viên trúng thầu, trong đó có 360 lượt thành viên trúng thầu là ngân hàng thương mại nhà nước, 86 lượt thành viên trúng thầu là ngân hàng thương mại cổ phần và 35 lượt thành viên trúng thầu là chi nhánh ngân hàng nước ngoài. Đây cũng là diễn biến khác với nhiều năm trước và cho thấy tính tham gia rộng rãi, vai trò của thị trường mở đối với các ngân hàng thương mại cũng như đối với việc điều hành chính sách tiền tệ.
