Các chính sách mất quá nhiều thời gian để thực hiện sẽ không có tác dụng và gói kích cầu lúc đó lại có thể gây tác dụng xấu. Các chương trình đầu tư, dự án đầu tư có tốc độ giải ngân chậm không phải là những công cụ kích cầu tốt. Điều này là bởi khi tổng cầu sụt giảm, các biện pháp này lại không có tác động gì trong khi lẽ ra phải tăng tổng cầu lên nhiều nhất.
