1. Đối với dự án vay vốn ODA
Về nguyên tắc, NHPT không thẩm định đối với các dự án vay vốn ODA. Tuy nhiên trường hợp Bộ Tài chính yêu cầu, NHPT thực hiện đánh giá năng lực tài chính của Người vay lại là doanh nghiệp làm Chủ đầu tư, hiệu quả tài chính của dự án để tham gia ý kiến về cơ chế cho vay lại đối với dự án.
2. Đối với dự án vay vốn ưu đãi, thương mại
- NHPT thực hiện thẩm định phương án tài chính của dự án vay lại vốn vay ưu đãi, thương mại và năng lực tài chính của Chủ đầu tư theo yêu cầu của Bộ Tài chính.
- NHPT không thẩm định năng lực tài chính của Chủ đầu tư là UBND tỉnh, thành phố;
- NHPT không thực hiện thẩm định đối với dự án cho vay lại theo chỉ định của Thủ tướng Chính phủ.
