Thưa Quý vị,
Không thể có phát triển nếu không có hòa bình và ổn định. Việt Nam luôn nỗ lực đóng góp vào hòa bình, ổn định và lạc quan về tương lai hợp tác phát triển của khu vực Châu Á-Thái Bình Dương. Tuy nhiên, nhìn lại toàn cảnh bức tranh khu vực thời gian gần đây - tôi hoàn toàn chia sẻ với quan ngại của Giáo sư Klaus Schwab trong bài phát biểu hôm nay và tại Diễn đàn WEF Davos đầu năm 2014 là nguy cơ bất ổn đang tăng lên. Trên thực tế, tranh chấp chủ quyền lãnh thổ ở Biển Đông và Biển Hoa Đông đang diễn biến ngày càng phức tạp, đe dọa nghiêm trọng hòa bình, ổn định và an ninh, an toàn hàng hải, hàng không trong khu vực.
Hiện nay, trên 3/4 khối lượng hàng hóa thương mại toàn cầu được vận chuyển bằng đường biển và 2/3 số đó đi qua Biển Đông. Bất ổn hay xung đột xảy ra tại đây sẽ làm gián đoạn lưu chuyển dòng hàng hóa to lớn này và nhiều nền kinh tế không chỉ trong khu vực mà cả thế giới đều gánh chịu hậu quả khôn lường, thậm chí có thể làm đảo ngược tiến trình phục hồi kinh tế thế giới.
Tôi xin thông báo về tình hình đặc biệt nghiêm trọng đang diễn ra ở Biển Đông. Từ ngày 01/5/2014 đến nay, Trung Quốc đã sử dụng hơn 130 tàu, có cả tàu quân sự và máy bay bảo vệ để hạ đặt giàn khoan dầu khí vào vị trí sâu hơn 80 hải lý trong vùng đặc quyền kinh tế của Việt Nam theo Công ước Liên Hợp quốc về Luật Biển 1982. Đây là sự vi phạm đặc biệt nghiêm trọng luật pháp quốc tế và Tuyên bố Ứng xử của các Bên ở Biển Đông (DOC) mà Trung Quốc là một bên tham gia ký kết. Hành động này của Trung Quốc đã và đang đe dọa trực tiếp đến hòa bình, ổn định và an ninh, an toàn, tự do hàng hải và hàng không ở Biển Đông.
Việt Nam luôn mong muốn hòa bình hữu nghị, luôn hết sức kiềm chế, chân thành bày tỏ mọi thiện chí và sử dụng mọi kênh đối thoại để phản đối và yêu cầu Trung Quốc rút ngay giàn khoan và các tàu hộ tống bảo vệ ra khỏi vùng biển Việt Nam, tôn trọng chủ quyền biển đảo của Việt Nam, tuân thủ luật pháp quốc tế, Công ước Liên Hợp quốc về Luật Biển năm 1982. Tuy nhiên, cho đến nay Trung Quốc không những không đáp ứng yêu cầu chính đáng của Việt Nam mà còn vu khống, đổ lỗi cho Việt Nam và tiếp tục sử dụng sức mạnh, gia tăng các hành động uy hiếp và xâm phạm ngày càng nghiêm trọng hơn. Chúng tôi kiên định và kiên quyết bảo vệ chủ quyền của mình bằng các biện pháp hòa bình, phù hợp với luật pháp quốc tế.
Cả dân tộc Việt Nam phản đối việc làm sai trái ngang ngược này của Trung Quốc. Nhiều nơi, người dân tự phát biểu tình phản đối. Một số người có những hành vi vi phạm, Chính phủ Việt Nam đã ngăn chặn kịp thời và xử lý đúng pháp luật. Tình hình đã hoàn toàn ổn định. Các doanh nghiệp được giúp đỡ hỗ trợ phù hợp và hầu hết đã trở lại hoạt động sản xuất kinh doanh bình thường.

Chúng tôi trân trọng cảm ơn ASEAN, các nước và bạn bè trên thế giới đã chia sẻ và ủng hộ Việt Nam bảo vệ chủ quyền quốc gia và lợi ích chính đáng của mình phù hợp với luật pháp quốc tế. Chúng tôi mong muốn tiếp tục nhận được sự ủng hộ giúp đỡ quý báu này. Sự đoàn kết hợp tác của cộng đồng quốc tế là hết sức cần thiết để ngăn chặn các hành vi bất chấp và vi phạm luật pháp quốc tế.

Vietnam strives to contribute to peace, stability and optimism about the future of development cooperation in the Asia-Pacific region. However, looking back over the painting to the area recently – I fully share the concerns of Professor Klaus Schwab in remarks today and in the WEF Davos Forum in 2014 is the risk of unrest is growing. In fact, the territorial sovereignty disputes in the South China Sea and East China Sea are increasingly complex developments, serious threats to peace, stability and security, maritime safety, aviation in the area.Currently, over 3/4 cargo volume of global trade is transported by sea and 2/3 of them going through the South China Sea. Instability or conflicts going on here will interrupt the flow of goods to grow this and many economies not only in the region but the whole world will suffer immeasurable, even can do to reverse the process of world economic recovery.I would like to inform about the situation is particularly serious in the South China Sea. From 01/05/2014 up to now, China has used more than 130 ships, including warships and aircraft to petroleum rig set down into deeper positions 80 nautical miles in the exclusive economic zone of Vietnam under the United Nations Convention on the law of the Sea 1982. This is particularly severe violation of international law and proclaiming the behavior of the parties in the South China Sea (DOC) in which China is a party to participate in signing. China's actions are a direct threat to peace, stability and security, safety and freedom of navigation and aviation in the South China Sea.Vietnam always wishes peace, friendship, always best to restrain, sincerely expressing any good faith and use all channels of dialogue in protest and demanded China withdraw the right rig and protective escorts off the waters of Vietnam, respect the sovereignty of Vietnam, in compliance with international laws, the UN Convention on the law of the sea in 1982. However, so far there are no legitimate demands of Vietnam but also slander, blame Vietnam and continue to use the power, increase the menace and infringe more and more serious. We are steadfast and resolute defending its sovereignty by peaceful measures, consistent with international law.Both the peoples of Vietnam protesting wrongful job this unruly of China. Many places, people spontaneously protested. Some people have these violations, the Government of Vietnam has prevented timely and properly handle the law. The situation was completely stable. Businesses that help support the proper and most went back to business activities normally.Ladies and gentlemen,We sincerely thank ASEAN countries and friends around the world have shared and supported Vietnam protect national sovereignty and its legitimate interests in accordance with international law. In fact, disputed territorial claims in the South China Sea and the East China Sea is happening more and more complex, seriously threaten peace, stability and security, maritime safety and aviation in the area.
There Today, over 3/4 of the volume of global trade is transported by sea and 2/3 of them go through the South China Sea. Instability or conflict here will interrupt the flow of this enormous flow of goods and economies not only in the region but the whole world suffer incalculable consequences, maybe even reverse process of economic recovery in the world.
I would like to inform about the situation particularly serious is happening in the South China Sea. From 01/5/2014 far, China has used more than 130 vessels, including military ships and aircraft protection to lower oil and gas drilling platform in a deeper position 80 nautical miles of exclusive economic zones of Vietnam under the UN Convention on the Law of the Sea 1982. This is a particularly serious violation of international law and the Declaration on the Conduct of Parties in the South China Sea (DOC) that China is a signatory finals. This action by China has been a direct threat to peace, stability and security, safety, freedom of navigation and overflight in the South China Sea.
Vietnam always wanted peace, friendship always best restraint, sincerity and goodwill expressed any use any dialogue to protest and ask China to withdraw immediately rig and escorts protected waters off Vietnam, respecting the sovereignty of the islands Vietnam, compliance with international law, the UN Convention on the Law of the Sea in 1982. We are steadfast and determined to defend its sovereignty by peaceful means, in accordance with international law.
The people of Vietnam protest wrongdoing China's unruly. In many places, people spontaneously protested. Some people have these violations, the Government of Vietnam has prevented timely and lawful processing. The situation was completely stable. Businesses help support the appropriate and most operations were back to normal manufacturing business.
