Petrovietnam hiện có 2 đơn vị thành viên (do Petrovietnam nắm giữ 100% vốn) tham gia thị trường xăng dầu là Tổng Công ty Dầu Việt Nam (PV OIL) và Công ty TNHH MTV Lọc - Hóa dầu Bình Sơn (BSR). PV OIL hiện có 13 đơn vị trực thuộc (7 xí nghiệp, chi nhánh, 1 văn phòng đại diện ở nước ngoài, 5 Ban QLDA đầu tư xây dựng), 31 công ty thành viên có vốn góp chi phối (2 công ty ở nước ngoài) và 21 công ty liên kết. Hệ thống cửa hàng xăng dầu sở hữu của tổng công ty đạt con số trên 500, cùng với hơn 2.500 cửa hàng thuộc các tổng đại lý/đại lý của tổng công ty đang đảm bảo cho hoạt động kinh doanh xăng dầu của tổng công ty phát triển ổn định. Ðội xe bồn, xà lan và tàu vận tải của PV OIL Trans cũng không ngừng tăng lên đảm bảo cung cấp nguồn ổn định cho hệ thống của hàng xăng dầu toàn tổng công ty và hệ thống đại lý/tổng đại lý. PV OIL cũng có nhiệm vụ thực hiện chủ trương bình ổn giá xăng dầu của Chính phủ nhằm kiềm chế lạm phát, tăng trưởng kinh tế và bảo đảm an sinh xã hội. Hiện PV OIL chiếm khoảng 17% thị phần xăng dầu trong nước. Còn lại 35% là do 15 doanh nghiệp đầu mối kinh doanh xăng dầu khác nắm giữ (các doanh nghiệp này không thuộc hệ thống của Petrovietnam và Petrolimex).

BSR là đơn vị quản lý, vận hành Nhà máy Lọc dầu Dung Quất với công suất chế biến 6,5 triệu tấn dầu thô/năm, giữ vai trò tiên phong và đặt nền móng cho sự phát triển ngành công nghiệp lọc hóa dầu Việt Nam. BSR có các ngành nghề kinh doanh chính là sản xuất, kinh doanh, xuất nhập khẩu, tàng trữ, vận chuyển, phân phối dầu mỏ, các sản phẩm từ dầu mỏ và các hóa phẩm, phụ gia, xúc tác, vật tư, phương tiện, nguyên nhiên vật liệu phục vụ công việc lọc và hóa dầu…

Hiện nay sản phẩm xăng dầu do Nhà máy Lọc dầu Dung Quất sản xuất chiếm khoảng 30% nhu cầu sử dụng xăng dầu trong nước; 70% còn lại là do các doanh nghiệp đầu mối kinh doanh xuất nhập khẩu xăng dầu khác được cấp phép nhập khẩu.
