Việt Nam đang thiếu hụt nghiêm trọng nguồn lực phục vụ tái chế như: vốn, nhân lực trình độ cao, trang thiết bị chuyên môn và khả năng làm chủ công nghệ mới. Nguyên nhân cơ bản của tồn tại là nước ta chưa có một hệ thống quản lý vững mạnh, với đầy đủ chế tài trong việc kiểm soát các hoạt động tái chế và bảo vệ môi trường
Các doanh nghiệp tái chế ở nước ta chưa được hỗ trợ bởi một khung pháp lý phù hợp, đặc biệt trong các vấn đề giám sát sản xuất, giám sát hiệu quả hoạt động và chất lượng sản phẩm, dịch vụ cung cấp… Các doanh nghiệp này còn gặp nhiều khó khăn với các cơ quan quản lý, do sự nhạy cảm của ngành nghề.
