Mục tiêu của Nghị định thư bổ sung là góp phần bảo tồn và sử dụng bền vững đa dạng sinh học, cân nhắc các rủi ro đến sức khỏe con người, thông qua thiết lập nguyên tắc và quy trình quốc tế về trách nhiệm pháp lý và bồi thường liên quan đến sinh vật biến đổi gen.
