Trước đây công tác quản lí đất đai

Trước đây công tác quản lí đất đai (về đo đạc bản đồ,HSDC, bản đồ địa chính về bản đồ số, xây dựng cơ sở dữ liệu địa chính hoàn chỉnh..)gặp nhiều khó khăn do điều kiện kỹ thuật tin học, máy móc, trang thiết bị còn nhiều hạn chế, kinh phí và cán bộ chuyên trách cho nên công việc này được quản lí bằng sổ sách, bằng bản đồ giấy. Do đó,dẫn đến nhiều nhược điểm như: BĐDC và HSĐC không thống nhất, cập nhật chỉnh lí biến động gặp nhiều khó khăn, lưu trữ hồ sơ phức tạp, tìm kiếm thông tin khó khăn, tốn nhiều thời gian…
