3.2. ĐÁNH GIÁ THỰC TRẠNG PHÁT TRIỂN VÙNG
Bên cạnh nhưng kết quả đạt được trong thời gian qua, phát triển vùng KINH Tế TRọNG ĐIểM Bắc Bộ còn bộc lộ những hạn chế, bất cập từ góc nhìn phát triển bền vững, cụ thể là:
3.3.1. Hạn chế
Về phát triển kinh tế: (i) Mật độ kinh tế trên vùng còn thấp; (ii) tăng trưởng kinh tế còn thấp; (iii) mô hình tăng trưởng vẫn ở trình độ thấp; (iv) tỷ trọng các ngành chế biến sâu còn thấp, khả năng cạnh tranh còn hạn chế, công nghiệp hỗ trợ chưa phát triển; (v) phát triển kinh tế vùng chưa thực sự dựa trên những lợi thế, thế mạnh của từng địa phương.
Về phát triển xã hội: (i) tỷ lệ thất nghiệp thấp nhưng chất lượng việc làm không cao; (ii) tỷ lệ hộ nghèo còn cao; (iii) khoảng cách giàu nghèo ngày càng lớn và chưa có dấu hiệu chậm lại.
Về bảo vệ môi trường: Các địa phương trong Vùng chưa có phương án chống ô nhiễm môi trường cụ thể. Việc triển khai gặp nhiều khó khăn về địa điểm, chế độ cho các địa phương có cơ sở xử lý chất thải rắn; chưa hoàn thiện hệ thống văn bản pháp lý, chưa kịp thời sửa đổi và bổ sung các chế tài xử phạt; ý thức chấp hành pháp luật vì môi trường trong xã hội, cộng đồng, các tổ chức, cá nhân trong Vùng còn kém. Các địa phương trong Vùng coi trọng phát triển về số lượng, từ chối những liên kết chống ô nhiễm môi trường vì ảnh hưởng đến lợi ích riêng.

The deployment difficulties of location, mode for the local solid waste disposal facility; incomplete legal system, yet promptly revise and supplement the penalties; the Executive law consciousness for the environment in society, communities, organizations and individuals in the region remain poor. The local Department and importance grow in number, reject the linking of environmental pollution because of the influence of private interests.

3.2. STATUS REVIEW REGIONAL DEVELOPMENT
Besides but results in recent years, developing key economic region of Tonkin also revealed the limitations and shortcomings from the perspective of sustainable development, namely:

In terms of environmental protection: The regional localities no alternatives against specific environmental pollution. The implementation difficulties of location, the local regime based solid waste management; incomplete system of legal documents, not timely amended and supplemented the sanctions; consciously abide by environmental law in society, communities, organizations and individuals in the area is poor. The localities in the region seriously developed in number, refuse to link against environmental pollution as affecting their own interests.
