Trước sự khủng hoảng, chia rẽ và bất lực của chính quyền Sài Gòn, Tổng thống Johnson đã liên tục “thay ngựa giữa đường” khi ủng hộ cho Dương Văn Minh thành lập Hội đồng Quân nhân cách mạng rồi đồng ý cho Nguyễn Khánh lật đổ Dương Văn Minh. Sau đó, Tổng thống Johnson ủng hộ Nguyễn Văn Thiệu và Nguyễn Cao Kỳ phế truất Nguyễn Khánh, giải tán chính phủ dân sự của Phan Huy Quát. Cuối cùng, Nguyễn Văn Thiệu và Nguyễn Cao Kỳ lập ra nền Đệ nhị Cộng hòa tại miền Nam Việt Nam. Sự thay đổi nhân sự liên tiếp của chính quyền Sài Gòn từ chính quyền quân sự sang dân sự rồi quay lại quân sự đều có “bàn tay” chỉ đạo từ Mĩ. Do đó, chính quyền Sài Gòn thực chất là một chính quyền do Mĩ dựng lên để thực hiện các chính sách của Mĩ mà thôi. Sự “thay ngựa giữa đường” đã chứng minh tính thiếu ổn định và thiếu hiệu quả trong chính sách của Tổng thống Johnson đối với Việt Nam.
