Nền kinh tế VN ngày càng hội nhập sâu vào nền kinh tế thế giới, chính vì vậy chúng ta cần có những thay đổi lớn trong công tác quản lý cũng như điều hành kinh tế, tạo ra môi trường cạnh tranh lành mạnh cho các doanh nghiệp phát triển một các thuận lợi hơn. Tuy nhiên hiện nay chúng ta vẫn ưu ái quá nhiều cho một số ngành đã dẫn tới việc độc quyền tạo ra những tổn thất không nhỏ cho xã hội. Chính sự độc quyền này góp phần không nhỏ trong việc làm chậm quá trình tăng trưởng cũng như phát triển của VN. Chúng không tạo ra động lực thúc đẩy cho sự phát triển của ngành đó. Điển hình ở VN, đó là ngành điện. Đại diện của ngành điện chính là tập đoàn Điện lực Vietnam EVN. Có thể nói, EVN tuy đã “một mình một chợ” nhưng vận khóc. Trong thời gian gần đây, càng lúc càng nghe nhiều hơn về việc tập đoàn EVN không ngừng than thiếu vốn, bị lỗ và luân phiên cúp điện nhiều nơi như là giải pháp không thể tránh khỏi. Vậy tại sao lại có tình trạng này xảy ra? Và khi EVN luân phiên cúp điện như vậy thì có ảnh hưởng gì tới sinh hoạt và sản xuất? Đâu là lối đi cho ngành điện Vietnam?
