hiện nay, HIV/AIDS không chỉ tác động đến quá trình phát triển kinh tế, văn hóa, xã hội của mỗi quốc gia, mỗi cộng đồng, mỗi gia đình nói chung mà còn ảnh hưởng không nhỏ đến sức khỏe, cuộc sống an toàn và sự phát triển của mỗi con người, đặc biệt sự phát triển toàn diện của trẻ em. trẻ em là đối tượng dễ bị tổn thương, phải gánh chịu nhiều hậu quả nặng nề do HIV/AIDS gây ra. theo báo cáo của Bộ Lao Động, Thương Binh và Xã Hội, hiện cả nước có khoảng gần 458000 trẻ em bị ảnh hưởng bởi HIV/AIDS, trong đó có hơn 9700 trẻ nhiễm HIV/AIDS và hơn một nửa thuộc các gia đình nghèo và rất nghèo.
