Quyết định số 10/2008/QD-TTg của Thủ tướng Chính phủ đặt ra chỉ tiêu phát triển ngành sữa với mục tiêu tới năm 2010 ngành sữa Việt Nam đạt sản lượng 380 ngàn tấn, 2015 đạt 700 ngàn tấn và 2020 là 1 triệu tấn. Với chính sách trên, vấn đê nguyên liệu cho công ty không còn là gánh nặng quá lớn, giúp công ty kiểm soát được chi phí và nguồn nguyên liệu đầu vào.
