1. Nhà nước khuyến khích, tạo điều kiện thuận lợi cho các tổ chức, cá nhân thuộc các thành phần kinh tế đẩy mạnh xuất khẩu hàng hoá thuỷ sản, phát triển thị trường xuất khẩu thuỷ sản.

2. Tổ chức, cá nhân hoạt động xuất khẩu, nhập khẩu hàng hoá thuỷ sản phải tuân theo các quy định của Luật này và các quy định khác của pháp luật có liên quan.

3. Bộ Thuỷ sản phối hợp với các bộ có liên quan xây dựng và tổ chức thực hiện chiến lược phát triển thị trường xuất khẩu thuỷ sản; tổ chức cung cấp thông tin về thị trường, công nghệ chế biến, pháp luật về xuất khẩu, nhập khẩu hàng hoá thuỷ sản cho các doanh nghiệp hoạt động kinh doanh thuỷ sản.
