Nhan Dan-Prime Minister Nguyen Tan Dung and a high-ranking Vietnamese delegation began their official visit to Japan today to attend the ASEAN-Japan Commemorative Summit, marking the 40th anniversary of ASEAN-Japan dialogue relations (1973 – 2013), and the fifth Mekong-Japan Summit, at the invitation of Japanese Prime Minister Shinzo Abe.The visit takes place in the context that the world and regional situation has evolved with numerous complexities. The event aims to affirm that ASEAN, Japan and Vietnam all attach great importance in enhancing and deepening bilateral and multilateral relations.It is good to see that the diplomatic ties between Vietnam and Japan which was officially established on September 21, 1973, has seen positive developments over the past years. The two sides have maintained regular high ranking visits and meetings at regional and international forums. The friendship and co-operation between Vietnam and Japan have been continuously consolidated and lifted to a new height, especially since 2009 when the two countries ' leaders agreed to elevate the relationship to a strategic partnership for peace and prosperity in Asia. The visit to Vietnam by Japanese PM Shinzo Abe in January 2013--his first overseas trip since his election to PM-affirmed that the Japanese Government attaches great importance to developing relations with Vietnam.The strategic partnership has been continuously diversified and strengthened. Japan has been Vietnam's crucial economic partner for many years and was the first G7 country to recognise Vietnam's market economy (October 2011). Japan has now become the biggest investor in Vietnam, in terms of both the total committed and disbursed capital, and the third largest trade partner of the country. The two countries are striving to double the bilateral trade turnover by 2020 from the US $ 24.663 billion in 2012. Despite internal economic difficulties, Japan is still the biggest supplier of ODA to Vietnam, making 30% in the total ODA commitment from the international community.Encouraging results have also been seen in the two countries ' co-operative investment in the fields of science, technology, labour, tourism, education, training, culture, information and consulate issues.The co-operation between the two countries ' localities has been fostered for recent years. The two sides have actively supported each other in a spirit of mutual understanding and respect for each other's interests. Vietnam and Japan have co-ordinated effectively at multi-lateral forums, including the United Nations (UN), the World Trade Organisation (WTO), the Asia-Pacific Economic Co-operation (APEC), Asia-Europe Meeting (ASEM), the East Asia Summit (EAS) and ASEAN and China, Japan and Korea Summit (ASEAN + 3), actively participating in joint efforts to respond to new challenges and threats, and to maintain international peace and security.PM Nguyen Tan Dung's visit to Japan takes place on the occasion of the 40th anniversary of Vietnam-Japan diplomatic ties, aiming to enhancing and deepening the strategic partnership between the two countries, especially in economics, investment, development assistance, as well as their co-ordination at regional and international forums.During his stay in Japan, PM Dung will attend the Commemorative Summit marking the 40th anniversary of ASEAN-Japan dialogue relations (1973 – 2013). ASEAN and Japan highly value their relationship and co-operation, particularly the outcomes in the implementation of the ASEAN-Japan Plan of Action 2011-2015. Japan is an ASEAN's great partner, and trying to lift the ASEAN-Japan relations to a new height in the coming years. ASEAN countries appreciate Japan's support in the process of building the ASEAN Community, including Japan's commitments to the implementation of the master plan on ASEAN connectivity and the Master Plan on ASEAN Connectivity and the Initiative for ASEAN Integration, as well as the extension of the Japan-ASEAN Integration Fund by December 31, 2013.In the time to come, the two sides have agreed that priority should be given to the reinforcement of economic co-operation, narrowing the development gap, promoting education and human resource development while strengthening the Greater Mekong Sub-region co-operation.At the Commemorative Summit marking the 40th anniversary of ASE AN-Japan dialogue relations, the two sides discussed measures and new orientations to lift the bilateral strategic partnership to new heights, for peace, stability and prosperity in the region.Relations between Japan and the Mekong sub-region countries including Cambodia, Laos, Thailand and Vietnam have also been enhanced. The two sides will continue to implement the Tokyo Strategy which was adopted at the fourth Japan-Mekong Summit in April, 2012 with three new co-operative pillars for the 2013-2015 period. ASEAN spoke highly of Japan's ODA provision of JPY600 billion to the Mekong countries for the 2013-2015 period. As an active member within the framework of the Japan-Mekong relations, Vietnam has enlisted Japan's support for many projects, co-operative programmes, especially in infrastructure development projects. Vietnam also proposed many initiatives to improve the efficiency of this co-operative mechanism.May the ASEAN-Japan dialogue relations and the Vietnam-Japan strategic partnership be crowned with more success, contributing to firmly securing a favorable and peaceful environment for ASEAN countries and Japan, for the benefit of the people of each country, providing peace, stability, co-operation and development of the region.
