Điều 82. Ràng buộc về an ninh hệ thống
1. Để lập lịch huy động và điều độ đảm bảo phù hợp với các nguyên tắc vận hành an toàn quy định tại Điều 57 và Điều 59 Thông tư này, Đơn vị vận hành hệ thống điện và thị trường điện phải đưa ra chi tiết các ràng buộc an ninh hệ thống điện trong mô hình tính toán lập lịch huy động.
2. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm nghiên cứu và xác định danh mục các ràng buộc an ninh hệ thống điện phục vụ quá trình lập lịch huy động và điều độ kinh tế hệ thống điện, bao gồm:
a) Ràng buộc lưới điện truyền tải;
b) Ràng buộc khả năng phát của tổ máy phát điện;
c) Yêu cầu đối với dịch vụ phụ trợ;
d) Các ràng buộc cần thiết để đảm bảo an toàn cung cấp điện quy định tại Điều 57 và Điều 59 Thông tư này.
3. Quy trình lập lịch huy động và điều độ phải tính đến tất cả các ràng buộc an ninh hệ thống.
