Sau khi dự án được cấp có thẩm quyền chấp thuận đầu tư, Chủ đầu tư sẽ quản lý điều hành các hoạt động đầu tư xây dựng trong phạm vi dự án từ khi bắt đầu triển khai đến khi hoàn thành các giai đoạn và đi vào vận hành khai thác sử dụng đến khi kết thúc dự án;
