​Ngày 31/12/2014, Ủy ban nhân dân tỉnh Đắk Lắk đã ban hành Quyết định số 3193/QĐ-UBND về việc phê duyệt Quy hoạch phát triển Nuôi trồng Thủy sản tỉnh Đắk Lắk đến năm 2020. Sở Nông Nông nghiệp và Phát triển nông thôn tỉnh Đắk Lắk được giao chủ trì và phối hợp với các sở, ban ngành liên quan chỉ đạo các huyện, thị xã và thành phố trực thuộc tỉnh tổ chức thực hiện Quy hoạch; trung tâm Quốc gia giống thủy sản nước ngọt miền Trung là đơn vị tư vấn.

Quy hoạch phát triển Nuôi trồng thủy sản tỉnh Đắk Lắk đến năm 2020 là một trong các dự án ưu tiên được Ủy ban nhân dân tỉnh Đắk Lắk cho chủ trương và phê duyệt dự toán thực hiện từ cuối năm 2012. Quy hoạch đã được thông qua Hội đồng thẩm định vào ngày 28/11/2014, tại Sở Nông nghiệp và Phát triển nông thôn tỉnh Đắk Lắk.

Mục tiêu chung của Dự án quy hoạch là khai thác và sử dụng hiệu quả tiềm năng mặt nước để phát triển nuôi trồng thủy sản ổn định và bền vững, tăng sản lượng và diện tích nuôi trồng thủy sản, giải quyết việc làm, góp phần vào việc giảm nghèo, ổn định kinh tế - xã hội, an ninh, quốc phòng trên địa bàn tỉnh Đắk Lắk.

Mục tiêu cụ thể: Phát triển nuôi trồng thủy sản tỉnh Đắk Lắk đến năm 2020 với tổng diện tích đưa vào nuôi trồng thủy sản 14.800 ha, sản lượng nuôi trồng thủy sản 24.790 tấn, giá trị sản xuất nuôi trồng thủy sản khoảng 1.259 tỷ đồng. Kinh tế thủy sản đóng góp 1,5-2,0% GDP trong khối nông lâm nghiệp và thủy sản, 0,6-1,0% GDP của tỉnh Đắk Lắk; và Quy hoạch nuôi trồng thủy sản đến huyện và xã theo loại hình nuôi, loại hình mặt nước và đối tượng nuôi.

Có 7 nhóm hạng mục được ưu tiên đầu tư trong Dự án, bao gồm: Phát triển giống thủy sản và tái tạo nguồn lợi; nghiên cứu và áp dụng khoa học – công nghệ vào sản xuất; đầu tư cơ sở hạ tầng cho nuôi trồng thủy sản; điều tra hiện trạng môi trường khu vực nuôi trồng thủy sản trọng điểm của tỉnh; phát triển nuôi cá nước lạnh và quản lý bảo vệ rừng.
