QUẢNG NINH: ĐẦU TƯ 41.000 TỶ CHO 150KM CAO TỐC HẠ LONG – MÓNG CÁI
Sáng 19-9, Đơn vị đầu tư là Công ty CP Đầu tư Xây dựng Trung Nam báo cáo phương án đầu tư đường cao tốc Hạ Long – Móng Cái.
Theo đơn vị tư vấn (Tổng công ty TVTK GTVT (Tedi)), dự án đường cao tốc Hạ Long – Móng Cái có quy mô tiêu chuẩn 4 làn xe, tổng chiều dài khoảng 150km, với tổng mức đầu tư là trên 41.000 tỷ đồng.
Điểm đầu của dự án là nút giao Minh Khai nối tiếp với đường nối TP Hạ Long với cao tốc Hà Nội – Hải Phòng, điểm cuối là khoảng km264+822 trùng với điểm đầu dự án cầu Bắc Luân. Dự án được chia làm 3 phân đoạn đầu tư: Cái Mắm – Sơn Dương – Mông Dương; Mông Dương – Vân Đồn – Tiên Yên; Tiên Yên – Móng Cái. Về phương án đầu tư sẽ tập trung phân đoạn 1 (đoạn từ Cái Mắm - Sơn Dương - Mông Dương), trong đó nhà đầu tư đề xuất 3 phương án đầu tư: Một là đầu tư xây dựng đoạn Cái Mắm - Sơn Dương - Mông Dương theo hình thức BOT; hai là đầu tư xây dựng đoạn Cái Mắm - Sơn Dương - Mông Dương và nâng cấp QL18 đoạn Hạ Long – Cửa Ông theo hình thức BOT; ba là đầu tư xây dựng đoạn Cái Mắm - Sơn Dương - Mông Dương và nâng cấp QL18 đoạn Hạ Long – Cửa Ông theo hình thức BOT kết hợp với đầu tư xây dựng đoạn Mông Dương – Tiên Yên theo hình thức BT.
Tại cuộc họp, lãnh đạo các sở, ngành đề nghị nhà đầu tư cần nghiên cứu thêm phương án đầu tư; nghiên cứu quy mô đường 24,5m đồng bộ với tuyến đường nối TP Hạ Long với cầu Bạch Đằng; tính toán kỹ thời gian thu phí và hoàn vốn; cần nghiên cứu khảo sát kỹ phương án tài chính, đặc biệt khảo sát kỹ về GPMB…
Đây là tuyến đường quan trọng kết nối ASEAN với Trung Quốc, tạo điều kiện để lưu thông hàng hóa Vùng đồng bằng Bắc Bộ và cửa khẩu. Hướng tuyến chuyển sang Vân Đồn để phù hợp với định hướng phát triển của Vân Đồn.
Do đó, đồng chí thống nhất hướng tuyến chia làm 3 đoạn như đề xuất. Về quy mô, đồng chí đề nghị nghiên cứu quy mô 24,5m, đồng bộ với tuyến đường nối TP Hạ Long với cầu Bạch Đằng và phân kỳ đầu tư.
