Vai trò của FTA với dòng vốn FDI vào Việt Nam

Nếu như tham gia WTO được xem là bước khởi đầu cho nền kinh tế Việt Nam hội nhập, thì các hiệp định thương mại tự do FTA và đặc biệt là TPP, sẽ đánh dấu bước trưởng thành thật sự của nền kinh tế thị trường và hội nhập sâu, đem lại nhiều lợi ích nền tảng cho nền kinh tế Việt Nam.
Hiện nay, Việt Nam đã ký 11 Hiệp định thương mại tự do và 3 FTA đang được đàm phán. Các Hiệp định thương mại tự do đang được kỳ vọng sẽ là chất xúc tác cho tăng trưởng xuất khẩu, cải thiện môi trường kinh doanh và đặc biệt tăng cường thu hút đầu tư nước ngoài vào Việt Nam.

Sau khi một số lượng lớn các dòng thuế bị loại bỏ nhờ các FTA, sẽ tác động mạnh mẽ tới dòng vốn, đặc biệt dòng vốn FDI. Những cơ hội đầu tư mở ra ở nhiều ngành nghề có lợi thế cạnh tranh của Việt Nam như dệt may, da giày, đồ gỗ, gạo, cà phê, nuôi trồng thủy sản, dược phẩm, du lịch giải trí, cơ sở hạ tầng, logistics. Đặc biệt, cơ hội hút dòng vốn ngoại mạnh nhất là lĩnh vực dệt may. Việc Việt Nam tham gia hàng loạt FTA với EU, Hàn Quốc, Liên minh Kinh tế Á - Âu và nhất là TPP đang vào giai đoạn đàm phán cuối, thuế suất giảm dần về 0% sẽ đem lại lợi thế để gia tăng kim ngạch xuất khẩu rất lớn cho ngành này. Hiện đang có làn sóng đầu tư mạnh mẽ của các doanh nghiệp FDI vào dệt may để tận dụng ưu đãi về thuế từ các FTA. Bên cạnh đó, ngành dệt may Việt Nam có cơ hội thu hút được nguồn vốn FDI nhiều hơn vào đầu tư phát triển nguyên phụ liệu để hạn chế nhập khẩu nguyên liệu đầu vào, phát triển công nghiệp hỗ trợ.

Khi tham gia những hiệp định FTA, ngoài việc tăng cường thu hút dòng vốn FDI vào Việt Nam, sẽ giúp phát triển thị trường việc làm và tăng thêm thu nhập cho người lao động. Dòng vốn FDI từ nhiều nước thành viên TPP sẽ tăng cùng với sự phát triển về công nghệ, kỹ năng quản lý. Sự gia tăng vai trò của nhà đầu tư nước ngoài cũng góp phần thúc đẩy sự phát triển các lĩnh vực dịch vụ để có giá trị gia tăng cao hơn. Sự tăng trưởng của các doanh nghiệp FDI sẽ giúp tăng thu nhập, tạo việc làm cho người lao động.

Tuy nhiên, bản chất của sự hội nhập kinh tế là những cơ hội mới, khi mở cửa thị trường, bất cứ doanh nghiệp nào cũng được hưởng lợi từ FTA, không phân biệt doanh nghiệp FDI hay doanh nghiệp nội địa. Trong khi đó ngành công nghiệp phụ trợ tại Việt Nam chưa phát triển, do vậy muốn hưởng lợi từ hiệp định TPP, Việt Nam phải phát triển ngành công nghiệp và dịch vụ hỗ trợ.

Meanwhile the auxiliary industry in Vietnam has not yet developed, so would like to benefit from the TPP agreement, Vietnam must develop industries and support services.
