VI. CHƯƠNG TRÌNH MỤC TIÊU QUỐC GIA

Để thực hiện được các mục tiêu của Chiến lược giáo dục đã đề ra, ngoài ngân sách hàng năm cho giáo dục và chương trình kiên cố hóa trường học, sẽ dành ngân sách để thực hiện Chương trình mục tiêu quốc gia về giáo dục và đào tạo. Chương trình mục tiêu quốc gia về giáo dục và đào tạo đến năm 2020 bao gồm những dự án sau:

1. Thực hiện phổ cập giáo dục mẫu giáo 5 tuổi, duy trì kết quả xóa mù chữ và phổ cập tiểu học đúng độ tuổi, củng cố kết quả phổ cập trung học, và hỗ trợ phát triển giáo dục thường xuyên

2. Đổi mới chương trình, sách giáo khoa và các tài liệu dạy học

3. Đổi mới đánh giá và phát triển hệ thống kiểm định chất lượng giáo dục

4. Đào tạo, bồi dưỡng đội ngũ nhà giáo và cán bộ quản lý cơ sở giáo dục

5. Thu hút đội ngũ trí thức Việt kiều và nước ngoài tham gia giảng dạy, nghiên cứu khoa học và chuyển giao công nghệ tại Việt Nam

6. Đào tạo, bồi dưỡng học sinh, sinh viên tài năng

7. Tăng cường chất lượng và hiệu quả giáo dục đạo đức trong nhà trường

8. Xây dựng hệ thống thông tin về thị trường lao động và đào tạo theo nhu cầu xã hội

9. Xây dựng các trường đại học và các khoa đạt trình độ quốc tế

10. Tăng cường năng lực giáo dục nghề nghiệp

11. Hỗ trợ giáo dục miền núi, học sinh dân tộc thiểu số, vùng có nhiều khó khăn và học sinh có hoàn cảnh khó khăn khác

12. Tăng cường giáo dục hòa nhập trẻ khuyết tật

13. Tăng cường cơ sở vật chất trường học

14. Phát triển nguồn nhân lực công nghệ thông tin và ứng dụng công nghệ thông tin trong giáo dục.

VII. TỔ CHỨC THỰC HIỆN

Quá trình thực hiện Chiến lược phát triển giáo dục 2009 – 2020 được chia làm 3 giai đoạn:

Giai đoạn 1(2009 – 2010)

- Điều chỉnh một số chỉ tiêu và tiếp tục thực hiện Chiến lược phát triển giáo dục 2001-2010.

- Tập trung vào một số trọng điểm: Đẩy mạnh cuộc vận động đổi mới phương pháp dạy học; chấn chỉnh nền nếp và kỉ cương trong các hoạt động giáo dục để xây dựng môi trường giáo dục lành mạnh, cải cách hành chính triệt để trong hệ thống quản lý giáo dục từ trung ương đến địa phương.

Enhance the quality and efficient moral education in school8. Build the system information about the labour market and training according to the needs of society9. Construction of the University and the Faculty of the international level10. Strengthen the capacity of career education11. support the mountain education, minority students, the region had many difficult and disadvantaged students to another12. Strengthen the education of disabled children13. Strengthening school infrastructure14. human resources development in information technology and the application of information technology in education.VII. IMPLEMENTATIONThe implementation process of the education development strategy 2009-2020 is divided into three stages:Stage 1 (2009-2010)-Adjust some targets and continue to implement education development strategy 2001-2010.-Focus on some important points: speeding the movement of innovative teaching methods; correct the background and outline of the century education activities for building healthy educational environment, radical administrative reform in the system of educational management from the central to local levels.

Construction of universities and faculties to reach international level 10. Strengthening vocational education 11. Support for education in mountainous, ethnic minority students, the more difficult and students are disadvantaged others 12. Strengthening inclusive education for children with disabilities 13. Strengthening school facilities 14. Development of human resources in information technology and the application of information technology in education. VII. IMPLEMENTATION Process of Educational Development Strategy 2009 - 2020 is divided into 3 phases: Phase 1 (2009-2010) - Adjusting some targets and continue implementing the Strategy for Education Development 2001-2010. - Focus on some key: Stepping up the campaign to renew teaching methods; regulate the orderly and celebrate diamond in the educational activities to build healthy educational environment, thorough administrative reform in education management system from the central to local levels.
