Theo Dự thảo Luật Hộ tịch, có hai phương án về lệ phí hộ tịch. Một là, tất cả các sự kiện hộ tịch khi đăng ký thì cá nhân, tổ chức phải nộp lệ phí. Phương án thứ hai là cá nhân, tổ chức đăng ký khai sinh, khai tử, giám hộ được miễn lệ phí, còn các sự kiện hộ tịch khác phải nộp lệ phí.
