(h) Lộ trình triển khai QTDL để khắc phục các khoảng cách trên: bao gồm mô hình, phương thức triển khai, kế hoạch khung và chia thành các giai đoạn và các dự án.
- mô hình bao gồm các tiêu chuẩn, chính sách và năng lực quản trị cho các lĩnh vực như chất lượng dữ liệu, nguồn dữ liệu, quản lý dữ liệu (data management), dữ liệu chủ/dữ liệu tham chiếu (master /reference /meta data),
- mỗi dự án phải đề xuất bên tài trợ (người hưởng lợi trực tiếp từ dự án), mức độ ưu tiên (liên quan đến các đòi hỏi pháp lý hoặc lợi ích mang lại), trách nhiệm triển khai/chủ trì dự án và các bên tham gia, mục tiêu dự án, nguồn lực và ngân sách, thời hạn dự kiến, lợi ích của dự án (ROI & các chỉ số khác), các ràng buộc nếu có, mức độ phụ thuộc giữa các dự án, etc.
- ngân sách dự án phải cụ thể và khả thi, bao gồm các hạng mục chính, vd. chi phí thuê khoán, mua sắm, đào tạo, triển khai, mua sắm công cụ, nhân sự etc.
- nêu rõ các cấp độ maturity tương ứng với từng dự án/ nhóm dự án hoặc cấp độ mục tiêu, định nghĩa thành công (success definition) và các yêu cầu ban đầu (prerequisites), các điểm phụ thuộc (dependencies) cho từng dự án/từng giai đoạn
- các dự án này phải bao trùm toàn bộ các lĩnh vực: công nghệ, vận hành và quy trình vận hành, văn bản chính sách quy định etc. – trong tương quan với cơ cấu tổ chức và quy định hiện hành của Ngân hàng và pháp luật, đảm bảo tính phù hợp và khả thi
- nhà thầu cũng phải đưa ra thứ tự thực hiện các dự án này, ưu tiên cho các dự án phục vụ mục đích tuân thủ và hỗ trợ kinh doanh, xét trong tổng thể các văn bản quy định hiện có, các dự án đang triển khai và sắp triển khai, nhằm đạt hiệu quả lớn nhất
- các dự án phải được phân loại theo thời hạn triển khai – ngắn hạn (dưới 1 năm – quick-win), trung hạn (từ 1 đến 3 năm) và dài hạn (trên 3 năm).
- trong HSDT, nhà thầu cần phải mô tả phương pháp luận xác định phạm vi của toàn bộ chương trình QTDL, và phương pháp luận để xác định phạm vi công việc của từng dự án, xác định các nguồn lực cần thiết để triển khai dự án, xác định thời gian triển khai cho từng dự án.
