Đường lối công nghiệp hóa hiện đại hóa đất nước đã được Đại hội VII xác định phù hợp thời kỳ phát triển rất quan trọng của kinh tế thế giới. Vì vậy cần gắn chặt quá trình thực hiện đường lối này với xu thế chung, đồng thời ra sức lợi dụng những mặt thuận lợi, tích cực của quá trình hội nhập phục vụ cho công cuộc đổi mới và phát triển đất nước. Theo nghĩa đó, việc ta tham gia ASEAN/AFTA, rồi tiến tới gia nhập APEC, WTO là vấn đề có ý nghĩa chiến lược đối với sự phát triển của Việt nam. Có thể nói, hội nhập khu vực, hội nhập thế giới vừa là mục tiêu chiến lược, vừa là phương tiện, động lực để thực hiện thắng lợi đường lối công nghiệp hóa, hiện đại hóa của Đại hội VII
