Kế hoạch đào tạo căn cứ theo mục tiêu phát triển và nhu cầu đào tạo của các đơn vị cho năm tiếp theo. Hằng năm, vào một tháng cố định, bộ phận phụ trách đào tạo sẽ thông báo cho các đơn vị lập “Phiếu yêu cầu đào tạo” để lập kế hoạch đào tạo năm cho từng nhu cầu, đối tượng, sau đó trình Giám Đốc phê duyệt.
