Đất đai luôn đóng vai trò quan trọng đến sự phát triển kinh tế - xã hội cũng như an ninh quốc phòng của mỗi quốc gia nói chung và từng địa phương nói riêng.
Cùng với sự biến động liên tục không ngừng của quỹ đất thì việc chia tách, sáp nhập và điều chỉnh địa giới của một số đơn vị hành chính theo nhu cầu quản lý chung đã làm cho địa giới hành chính các cấp có nhiều thay đổi và làm cho quỹ đất được bố trí theo đơn vị hành chính mới.
Trong khi đó công tác quản lí nhà nước về đất đai ở nước ta vẫn chưa hoàn thiện. Vì vậy, yêu cầu đặt ra cho công tác quản lí nhà nước về đất đai trong giai đoạn hiện nay là phải nắm bắt và quản lý chặt chẽ từng thửa đất đối với tất cả các thông tin liên quan đến thửa đất cũng như chủ sở hữu thửa đất. Để thực hiện được yêu cầu đó thì công tác đo đạc, lập bản đồ địa chính chính là yếu tố quan trọng hàng đầu trong công tác quản lý nhà nước về đất đai với mục tiêu hoàn thiện hồ sơ địa chính và cấp giấy chứng nhận quyền sử dụng đất cũng như cập nhật và chỉnh lí các biến động về đất đai một cách hoàn chỉnh nhất.
