2006, EU đã thông qua chiến lược hợp tác với Việt Nam trong giai đoạn 2006 2010, nhằm tạo điều kiện tăng tốc xóa đói giảm nghèo trong chiến lược phát triển bền vững. Theo đó, EU dự kiến trợ giúp 162 triệu euro tập trung vào 2 lĩnh vực tăng cường phát triển nguồn nhân lực, và trợ giúp cải cách kinh tế VN theo cơ chế thị trường để nhanh chóng hội nhập với kinh tế khu vực và thế giới
