Lực lượng tham gia gồm các đại đoàn bộ binh 308, 312, 316, 304, 351 công pháo, các đơn vị thông tin, vận tải, quân y…, số quân khỏang 55.000 người và 260.000 dân công hỏa tuyến. Phương tiện và vật chất huy động gồm 628 ô tô, 11.800 thuyền, 20.000 xe đạp thồ và các loại xe thô sơ, hàng chục nghìn tấn vũ khí, đạn, lương thực, thực phẩm, thuốc chữa bệnh.
