Bộ y tế Việt Nam yêu cầu CFS phải do cơ quan quản lý trực tiếp về mỹ phẩm (thường là Phòng mỹ phẩm hoặc Cục y tế tại nước ngoài) cấp phép và xác nhận trực tiếp cho sản phẩm mỹ phẩm đó.
Các CFS số 1,2,3,4,5,9,13 là do nhà sản xuất tự tuyên bố. Xác nhận của the Government of the state of Isarel chỉ là xác nhận nội dung tuyên bố trên CFS là của công ty, chứ không xác nhận nội dung tuyên bố đó đúng hay sai. Do đó, nó có thể bị Bộ Y tế của Việt Nam từ chối cấp phép đối với các CFS này.
