Tại thông tư 60/2003/TT-BTC ngày 23/06/2003 của Bộ Tài chính nêu rõ: “Căn cứ dự toán ngân sách xã và phương án phân bổ ngân sách xã đã được HĐND xã quyết định, UBND xã phân bổ chi tiết dự toán chi ngân sách xã theo Mục lục NSNN gửi KBNN nơi giao dịch để làm căn cứ thanh toán và kiểm soát chi”. Trong những năm qua, các xã đều mở tài khoản tại KBNN, nguồn thu ngân sách xã được quản lý tại KBNN, chi ngân sách xã đã có sự kiểm soát chi của KBNN.
