Hiện nay, văn bản có giá trị pháp cao nhất quy định về Kiểm toán nhà nước là Luật Kiểm toán nhà nước. Luật này được Quốc hội thông qua ngày 14/6/2005 và có hiệu lực thi hành từ ngày 01/01/2006. Để cụ thể hóa một số quy định trong Luật Kiểm toán nhà nước, Ủy ban thường vụ Quốc hội, Chính phủ, Thủ tướng Chính phủ, các bộ, ngành liên quan và Kiểm toán nhà nước đã ban hành nhiều văn bản hướng dẫn thi hành trên các lĩnh vực do Luật điều chỉnh. Trên cơ sở quy định của Luật Kiểm toán nhà nước và các quy định của pháp luật, Tổng Kiểm toán nhà nước đã ban hành các văn bản Quy phạm pháp luật và văn bản quản lý theo thẩm quyền hướng dẫn thi hành Luật Kiểm toán nhà nước như: Quyết định, Chỉ thị, Chuẩn mực kiểm toán, Quy trình kiểm toán, các Quy chế, Quy định và quy tắc ứng xử của Kiểm toán viên nhà nước.
