2.1. Ngân hàng Nhà nước là ngân hàng phát hành.
Nhiệm vụ bao trùm nhất là hoạch định và thực thi chính sách tiền tệ theo
cơ chế thị trường.
Khi Ngân hàng phát hành TW ra đời thì toàn bộ việc phát hành tiền được
tập trung vào NHTW theo chế độ độc quyền. Đây là chức năng cơ bản và vốn có của NHTW. Tiền do NHTW phát hành là phương tiện thanh toán hợp pháp duy nhất.
Với chức năng phát hành, NHNN không chỉ phát hành tiền mặt mà cả phương tiện lưu thông nói chung. Trách nhiệm của NHTW là bảo đảm cung ứng đủ, không để thiếu phương tiện thanh toán (kể cả tiền mặt), làm sao cho tổng cung phù hợp với tổng cầu tiền tệ.
