cơ sở pháp lý của cơ chế điều chỉnh pháp luật là quy phạm pháp luật. Chính các quy phạm pháp luât tạo nên mô hình, khuôn mẫu cho hành vi của các chủ thể( cá nhân, tổ chức, cơ quan).

Trong nhiều trường hợp quy phạm pháp luật không thể tự thân đi vào cuộc sống nếu không có hoạt động áp dụng pháp luật của cơ quan có thẩm quyền.
