Trong 50 năm qua diện tích rừng giảm 6 triệu ha, tỉ lệ che phủ còn 26%. Hiện nay, tại một số khu vực công nghiệp, nồng độ bụi và khí thải độc hại đã vượt quá mức cho phép nhiều lần do việc đa số các nhà máy vẫn còn sử dụng công nghệ lạc hậu, thiết bị cũ kỹ.
Đứng trước tình trạng đó, Đảng và nhà nước Việt Nam đã có hành động tích cực nhằm bảo vệ môi trường sinh thái, đảm bảo cuộc sống lành mạnh cho người dân.
Việt Nam cần rút ra bài học của những nước công nghiệp hóa và phải có kế hoạch đề phòng, hạn chế ô nhiễm trong thời gian tới. Việc khai thác khoáng sản cần phải được tổ chức và quản lý tốt để tránh lãng phí tài nguyên và ảnh hưởng xấu đến tài nguyên môi trường.
Vì vậy cần xây dựng hệ thống văn bản pháp quy làm căn cứ cho việc bắt buộc thi hành các tiêu chuẩn về việc xả thải, kiểm soát ô nhiễm và xử lý vi phạm. Trong khi làm quy hoạch các đô thị, cần có sự quan tâm đúng đắn tới sự bố trí các nhà máy, cụm dân cư, khu giải trí, diện tích trồng cây xanh, hệ thống thoát nước, các bãi rác thải thể rắn, các nhà máy xử lý và các lò đốt chất thải độc hại,...

In the past 50 years the forest area decreased by 6 million hectares, the rate was 26% covered. Faced that condition, the Party and state of Vietnam has taken positive action to protect the ecological environment, to ensure a healthy life for the people.
Vietnam should draw lessons of the industrialized countries and have plans to prevent and limit pollution in the future. The mining needs to be organized and managed in order to avoid wasting resources and adversely affect environmental resources.
So we need to build a system of legal documents as a basis for mandatory enforcement the discharge standards, pollution control and handling violations.
