Vừa qua Nhà nước có ban hành Nghị Định 38/2015/NĐ-CP ngày 24/04/2015 qui định rất nhiều điều kiện từ chủ nguồn thải đến đơn vị xử lý cuối cùng. Hiện nay có rất nhiều đơn vị xử lý hoặc giá thấp nhưng không đầy đủ chức năng theo qui định hoặc không có độ tin cậy về năng lực hoạt động.
